SANEF hails BCCSA ruling on SAfm editorial breach

The South African National Editors’ Forum (SANEF) has welcomed a landmark ruling by the Broadcasting Complaints Commission of South Africa (BCCSA) against the SABC, saying it reinforces the editorial responsibilities of broadcasters ahead of November’s local government elections.

The BCCSA upheld a complaint over an episode of The National Pulse broadcast on SAfm on 3 June 2026, finding that the public broadcaster breached Clause 12(2) of the Free-to-Air Code by failing to exercise appropriate editorial responsibility during a live interview.

The Commission found that SAfm allowed guest Jacinta Ngobese-Zuma, leader of the March and March movement, to make a series of serious and objectively verifiable allegations without requiring evidence, challenging the claims or verifying them during the broadcast.

SANEF said the ruling was a significant intervention for media ethics in South Africa because it makes clear that broadcasters remain accountable when factual allegations are presented as truth, even if they are framed as a guest’s personal opinion.

The media body stressed that the decision does not prohibit controversial political views or prevent political figures from appearing in interviews. Instead, it establishes that broadcasters cannot avoid responsibility by treating verifiable claims as opinion.

According to SANEF, the interview was not a case of an unexpected allegation emerging during a live broadcast. It argued that the nature of the claims, including allegations that could incite hostility and prejudice against non-citizens living in South Africa, required editorial scrutiny.

The SABC had argued that the statements reflected Ngobese-Zuma’s personal views. SANEF said the BCCSA found that the broadcaster still had a duty to interrogate and verify claims presented as factual.

Election warning

SANEF said the ruling comes at a critical time as South Africa prepares for the November local government elections amid growing concerns about misinformation, disinformation and malinformation.

It warned that unverified rhetoric presented as fact could manipulate public sentiment during the election period and said current affairs programmes, talk shows and live interviews must be held to the same standards of fact-checking, attribution and journalistic interrogation as traditional news reporting.

The SABC has accepted the ruling, describing it as a beneficial finding, and said it would use the incident as a learning opportunity to strengthen its editorial processes.

Concern over podcasts and influencers

SANEF also used the ruling to warn about what it described as a growing trend of misinformation spread by unregulated podcasts, digital content creators and social media influencers presenting themselves as journalists.

The organisation said these platforms often operate outside established ethical and regulatory frameworks while spreading false information and amplifying hostility against vulnerable groups for political or financial gain.

SANEF urged news organisations to treat the BCCSA decision as an operational lesson and said mainstream media’s public credibility carries a responsibility to protect the integrity of South Africa’s information environment.

The forum also announced plans to offer updated training for journalists in partnership with the United Nations, focusing on human rights reporting, verification and ethical journalism.
