Carolina Rossini

Carolina A. Rossini is a technology policy and law expert with more than 25 years of global experience across academia, government, civil society, and the private sector. A dual citizen of Brazil and the United States, she advises international organizations, governments, and companies on digital governance, human rights, and innovation policy, with a strong focus on the Global South and digital inclusion. She is widely recognized for building cross-sector partnerships and shaping policy dialogues on emerging technologies.

She currently serves as Director of Public Interest Technology Programs at the University of Massachusetts Amherst, where she leads initiatives that connect technology with public interest goals through graduate education, community building, and interdisciplinary collaboration. She is also a Law Lecturer at Boston University and a co-founder of the Datasphere Initiative, where she previously led major global programs on data governance and AI policy.
